Victoria County Approves Sweeper Purchase for Victoria Regional Airport

Victoria County commissioners unanimously approved an agreement with Industrial Disposal Supply Co. on Tuesday to purchase a sweeper for Victoria Regional Airport, a buy contingent on Federal Aviation Administration grant funding and still pending legal review.
The sweeper purchase was the aviation centerpiece of a wide-ranging agenda the commissioners court cleared during its regular meeting, held Tuesday rather than the usual Monday slot because of the Labor Day holiday. The court also received a fully executed Texas Department of Transportation Routine Airport Maintenance Program grant for the airport.
Both items channel state and federal money into ground-level operations at Victoria Regional, a former Air Force base that now serves general aviation and limited commercial traffic in the Crossroads region of South Texas. The TxDOT Routine Airport Maintenance Program reimburses eligible maintenance work at publicly owned airports, shifting routine upkeep costs away from the county's general fund. The FAA grant contingency on the sweeper means the county has committed to the purchase only if federal dollars cover it.
Beyond the airport, commissioners moved several construction and infrastructure projects forward. The court awarded the Johnson Road Setup Project after reviewing bid tabulations and selection criteria. It approved a professional services agreement with Tom Green & Company Engineers Inc. for building commissioning services tied to construction of the Victoria County Mental & Behavioral Health Facility — an early procedural step in bringing that facility's systems online and verified before occupancy.
Commissioners also approved a temporary construction access agreement connected to TxDOT's County Road 252 bridge replacement project on Old Bloomington Road, and signed off on a list of prequalified firms for architectural, engineering and land surveying services following a review of statements of qualifications.
On the funding side, the court approved an American Rescue Plan Act draw request for $111,475 to Billy T. Cattan for construction of the Hope Ranch facility.
Several Victoria County Public Health Department items passed unanimously, including grant agreements for Housing Opportunities for Persons with AIDS, Ryan White Services Delivery and HIV Health and Social Services programs. The court also approved agreements related to the Texas Home Visiting program and Avita Pharmacy Services.
Commissioners proclaimed September as Hunger Action Month and discussed local schools recognized through the Texas A&M AgriLife Extension Service's Healthy South Texas Program for the 2026-27 school year.
The court recognized Precinct 2 Commissioner Jason Ohrt and Precinct 4 Commissioner Kenneth Sexton for completing Class XI of the V.G. Young Institute of County Government's Commissioners Court Leadership Academy.
Other unanimous approvals included an interlocal agreement with the University of Texas Rio Grande Valley Regional Security Operations Center, the appointment of Raquel Garza to the Golden Crescent Regional Planning Commission's Regional Economic Development Advisory Committee, and acceptance of a $200 monetary donation to the Victoria County Sheriff's Office.
Commissioners also adopted an updated county investment policy, detention and residential contracts for the Victoria Regional Juvenile Justice Center, road donations for pipe culvert installations in Precinct 3, personnel changes and amendments to the county's 2026 budget. The court entered closed session before returning to open session and adjourning.
For Victoria Regional Airport, the next milestone is the FAA grant decision: if federal funding lands and legal review clears, the sweeper contract proceeds; the executed TxDOT maintenance grant, by contrast, is already in hand and available to fund routine upkeep.
