TCab Tech signs Malaysia MOU as E20 moves through CAAC certification
TCab Tech and Selangor's SIDEC signed an MOU on October 9, 2026 to pursue E20 eVTOL certification and commercialization in Malaysia, as CAAC certification progresses.
Read-back
- TCab Tech and SIDEC signed an E20 commercialization MOU on October 9, 2026 in Putrajaya, Malaysia
- The E20 eVTOL is in Type Certification with CAAC, with G-1, G-2 and Certification Plan milestones completed
- CAAM and CAAC signed an aviation safety cooperation MOU on September 21, 2026 covering airworthiness and mutual recognition
- TCab Tech will base its Southeast Asia regional business center in Malaysia
- CAAM has established an AAM Technical Working Group and is developing a national AAM roadmap

TCab Tech has signed a Memorandum of Understanding with the Selangor Information Technology and Digital Economy Corporation (SIDEC) to explore commercialization pathways for its five-seat E20 eVTOL in Malaysia. The signing on October 9, 2026 coincided with the aircraft's Malaysian debut at a month-long showcase at IOI City Mall in Putrajaya.
TCab Tech Founder and CEO Ng Yon Wui and SIDEC CEO Yong Kai Ping exchanged the MOU, witnessed by Selangor Menteri Besar Dato' Seri Amirudin Shari and State Executive Councillor for Investment, Trade and Mobility Ng Sze Han. The agreement marks the Chinese eVTOL developer's formal entry into the Malaysian market and a step in its wider Southeast Asia expansion.
What does the MOU actually cover?
The partnership divides labor along clear lines. TCab Tech brings its research, development and manufacturing expertise in electric vertical take-off and landing aircraft (eVTOL — aircraft that fly like conventional planes but lift off vertically). SIDEC, a state-backed agency supporting technology innovation in Selangor, will use its local networks to help TCab Tech engage with government agencies, the Civil Aviation Authority of Malaysia (CAAM) and industry stakeholders.
Two objectives anchor the agreement:
- Advancing the certification pathway for the E20 in Malaysia
- Supporting future commercialization of the aircraft in the market
Alongside the MOU, TCab Tech will establish its regional business center in Malaysia. The base will support commercial development, industry collaboration and broader regional expansion across Southeast Asia.
Certification status: China first, Malaysia next
The E20 is progressing through Type Certification (TC — the regulatory approval of an aircraft design) with the Civil Aviation Administration of China (CAAC). TCab Tech has completed key milestones, including:
- Signing of the Certification Basis (G-1)
- Means of Compliance (G-2)
- The Certification Plan (CP)
The company says it is advancing toward Type Certification according to its established roadmap. No target date for certification appears in the announcement, and the aircraft's Malaysian timeline depends on separate regulatory work with CAAM.
That bilateral track received a boost on September 21, 2026, when CAAM and CAAC signed an aviation safety cooperation MOU. The agreement covers airworthiness, aviation organization certification, personnel licensing, operational oversight, and the mutual recognition of compliance findings and certificates — a framework that could ease validation of a Chinese-certificated design in Malaysia.
Malaysia is also building its own Advanced Air Mobility (AAM) regulatory environment. CAAM has established an AAM Technical Working Group, is advancing an AAM Concept of Operations, exploring regulatory sandbox mechanisms and developing a national AAM roadmap.
A founder's return, and an advisory role
The showcase, themed "Malaysian Engineers, Global Impact," was built around Ng Yon Wui's own trajectory. A Malaysian engineer with more than two decades of international aviation experience across China, Australia and Europe, his career has spanned aircraft design and manufacturing, supply chain development, airworthiness and eVTOL development.
Ng noted that the development of the Low Altitude Economy — the sector covering drone and eVTOL operations at low altitudes — depends not only on aircraft technologies, but also on the coordinated development of certification, regulation, infrastructure, industrial capabilities and practical applications.
SIDEC appointed Ng as Industry Advisor, a role in which he will provide strategic perspectives on high-technology industries in Selangor, particularly aerospace, advanced air mobility and autonomous technologies. The appointment widens the TCab Tech–SIDEC relationship beyond E20 commercialization into longer-term ecosystem collaboration.
The market case
TCab Tech is targeting three application categories for the E20 in Malaysia: tourist routes, intercity travel and intracity travel. Conceived use cases include connections between transportation hubs and tourism destinations, point-to-point travel between nearby cities, and new mobility options between key urban locations.
Malaysia's aerospace manufacturing base, MRO (Maintenance, Repair and Overhaul) sector, engineering services and aviation talent pipeline provide the industrial foundation. Its diverse geography, tourism resources and demand for regional connectivity supply the demand side.
What separates promise from delivery here is the certification record. The E20 has signed G-1, G-2 and a certification plan with CAAC, and the CAAM–CAAC safety agreement creates a bilateral channel — but no Malaysian certification milestone, order, or launch customer is on the table yet. The pace of CAAC Type Certification, and how CAAM's AAM roadmap translates into concrete validation procedures, will determine when the E20 moves from showcase exhibit to certified aircraft in Malaysian skies.
