Uttar Pradesh Cabinet Approves Sustainable Aviation Fuel Policy 2026
Uttar Pradesh's cabinet has approved a Sustainable Aviation Fuel Policy for 2026, creating a state-level framework for SAF production and incentives in India.
Read-back
- Uttar Pradesh cabinet approved a Sustainable Aviation Fuel Policy covering 2026
- The policy makes UP one of the first Indian states with a dedicated statutory SAF framework
- The state is a major sugarcane and biomass feedstock base for SAF pathways
- Blending targets, incentive rates and named offtake partners were not specified in the initial approval

The cabinet of India's most populous state, Uttar Pradesh, has approved a Sustainable Aviation Fuel (SAF) Policy for 2026, making it one of the first Indian states to put a dedicated SAF framework on the statute books rather than leave the fuel to central-government pilot schemes.
The decision, taken at a state cabinet meeting and reported by Awaz The Voice, establishes a policy instrument that will govern how SAF — a drop-in replacement for conventional jet fuel derived from feedstocks such as agricultural residue, used cooking oil and ethanol by-products — is produced, incentivized and procured within Uttar Pradesh from 2026.
Why does a state-level SAF policy matter?
Aviation fuel taxation and industrial incentives in India sit partly with state governments, which control VAT rates on aviation turbine fuel and administer land, power and clearance regimes for new processing plants. A state-level SAF policy therefore determines whether refiners and biofuel producers can build capacity economically in that jurisdiction.
Uttar Pradesh is a significant feedstock base. The state is among India's largest producers of sugarcane and agricultural biomass, the raw material streams most often cited for SAF pathways such as alcohol-to-jet and hydroprocessed esters and fatty acids. A policy committed to 2026 gives investors a defined window in which incentive structures — the specific rates and eligibility criteria of which the cabinet did not detail in the initial announcement — will apply.
What is the context?
The state move aligns with India's broader aviation decarbonization agenda. The central government has signalled SAF blending mandates for Indian carriers in the coming years, and airlines including Air India and IndiGo have begun SAF procurement trials on international routes. The International Air Transport Association has projected global SAF output in the low millions of tonnes annually against demand several times that figure — a gap that national and sub-national policy instruments are meant to close.
Until now, SAF uptake in India has run through episodic demonstration flights and voluntary blends rather than a sustained procurement regime. A codified state policy converts that into a standing framework with a fixed start year.
What remains unverified?
The cabinet approval as reported does not specify:
- The blending percentage target, if any, that Uttar Pradesh will mandate or aspire to from 2026
- The fiscal incentives — subsidies, tax relief or capital support — attached to the policy
- Named industrial partners, oil marketers or airlines committed to offtake
- Production volume projections for the state
Those parameters will determine whether the policy shifts actual fuel volumes or remains a signaling document. As with all manufacturer and government performance claims, the test will be delivery: hectares of feedstock contracted, litres of SAF produced, and blends lifted at Lucknow, Varanasi, Noida and the state's other airports.
Aviation and energy analysts will now watch for the notification of implementing rules and the first commercial offtake agreements signed under the 2026 framework.
